On the Party and the Government's Understanding and Practice with Regard to the Protection of Farmland since the Institution of Reform and Opening Up

摘　　要：改革开放以来,中共中央、国务院把耕地保护工作放在重要地位,其认识与实践大致可分为改革开放初期的耕地保护(1978—1985年)、经济体制转型时期的耕地保护(1986—1997年)、经济快速发展时期的耕地保护(1998—2004年)、从经济快速发展过渡到平稳较快发展时期的耕地保护(2005年至今)四个阶段。在实践过程中,党和政府不断总结经验教训,在不同的经济背景下与时俱进,使耕地保护取得了很大成就。但是,耕地保护仍然形势严峻,任重道远。Since the institution of reform and opening up, the CPC Central Committee and the State Council has attached great importance to the protection of farmland. Their understanding and practice may be divided into four stages： the initial period of reform and opening up （ 1978-1985 ） , the period of economic restructuring （ 1986- 1997 ） , the period of rapid economic development （1998-2004） and the period of transition from rapid economic development to stable and rapid development （2005 to the present）. The Party and the government have constantly summed up experience in practice and kept up with the times against different economic backgrounds, thus scoring great achievements in the protection of farmland. However, they are still facing a grim situation and have a long way to go in this regard.
