摘  要:目前关于水资源开发利用程度衡量指标较混乱,本文对现有水资源利用率的概念和计算公式进行了评述。针对目前关于水资源利用率概念不清及其阈值界定不明确的缺陷,提出了净水资源利用率的概念及计算方法,并从干旱区河流水资源利用率阈值分析入手,阐述净水资源利用率的计算方法及其阈值大小。分析结果认为,净水资源利用率合理阈值为30%,极限阈值为40%;这一阈值适用于一般河流,包括干旱区河流。净水资源的概念及相关的阈值既统一了水资源利用程度衡量指标,也统一了干旱区河流和湿润区河流的各种情况。At present,indicators for measuring the development level of water resources are in chaotic state. In this paper a review of current definitions and computational formulas for utilization ratio of water resources is given. On this basis the concept and calculation method of net-utilization ratio of water resources are suggested. Then,starting from the threshold analysis of utilization ratio of water resources for rivers in arid area,the calculation method and threshold of the net-utilization ratio of water resources was proposed. The result shows that the reasonable threshold of the net-utilization ratio of water resources is 30%,and the limit value is 40%. These values are adapted to ordinary rivers,including rivers in arid area. The proposed concept and threshold unified the metrics on the development level of water resources,in the various situations of rivers both in arid and moist areas.
