摘　　要：公共行政伦理因其对"公共性"的共同诉求而拥有了普遍性的特征,更因其对现代政治价值的依赖而使得这种普遍性特点尤显突出。然而,各国的制度、历史、文化传统及社会发展阶段不同,公共行政伦理也会因应这些特殊性而呈现出不同的样式和诉求。我国独特的行政价值传统及整个行政生态必然对我国的行政伦理发生重要影响,这使得分别探讨和论证公共行政伦理之"普遍价值"与"中国特色"及两者之间的关系成为必要和可能。Because of its common appeal to publicness, especially of its reliance on modem political values, public administration ethics is characterized with a sort of universality in the sense of values. Nevertheless, along with the variety of regimes, histories, cultural traditions and social development in different countries, public administration ethics will also assume various styles and appeals. China has its own unique administration value system and much broader administration ecology, which will certainly have significant implications on its public administration ethics. This enables both the necessity and possibility of exploring and reasoning on the ＂universal values＂ as well as ＂Chinese characteristics＂ of public administration ethics in China.
