基于“聚焦物流”理论的军事运输发展研究

摘　　要："聚焦物流"是美军提出的一种先进物流理念,它要求在准确的地点、时间提供给联合作战各种参战人员和各类装备数量合适的后勤物资供应,它建立在以网络为基础的实时可视化信息系统之上,高效快速地连接战场指挥官和后勤供应机构,通过物流机构和程序的改革,为联合作战提供多功能的后勤保障。"聚焦物流"在历次局部战争中得到很好应用,取得良好军事效益。目前,我军在物流体制、物流设施、物流技术、信息化水平以及人员素质等方面,距离"聚焦物流"还有很大差距。结合我军实际,从积极拓展军事运输联勤保障新思路、完善战略输送体系、加速信息化建设步伐三个方面,对提升军事运输能力提出建议。＂The focus logistics theory＂ is an advanced notion on logistics put forward by the American army,which requires that sufficient supplies of logistic materials be provided for the combatants and equipments that take part in the joint operations in both the accurate location and time,and which is built on the visual information system that is based on the network,links battlefield commanders and logistics supply organizations efficiently and quickly,and provides a multi-functional logistical support for joint operations through the reform of logistics organizations and procedures.＂The focus logistics theory＂ was already successfully applied to past local wars,and obtained very good military results.At present,our army is still far from being able to meet the requirements prescribed by the ＂the focus logistics theory＂ in the logistics system,logistics facilities,logistics techniques,information-based level,personnel quality,etc.With the present practical situation of our army taken into account,some proposals on how to improve the military transportation capability of our army are put forward in the paper from the angles of actively widening our thinking way in the united support of military transportation,perfecting the strategic transport system and accelerating the development of the information-based construction.
