摘　　要：对农村土地承包纠纷仲裁制度的形成进行考察,并结合农村社会特点对该制度予以分析和思考,指出建立行政性非诉纠纷解决机制或可成为现阶段农村土地承包纠纷解决制度的方向。为了确保迅速、便捷地解决农村土地纠纷,行政性土地承包纠纷仲裁制度在实践中仍需坚持独立仲裁、及时便民、节约高效以及调解为主等原则。This paper examines the formation of the countryside land contract dispute arbitration system.Based on the characteristics of rural society,the system is analyzed and considered,this paper points out that the administrative non-litigation dispute resolution mechanism could be the better choice for the countryside land contract dispute arbitration system,to insure the resolution of countryside land contract dispute quickly and easily,the countryside land contracting dispute arbitrates should be implemented legally independent,for the convenience of the people,efficient and mediation.
