美国信息安全政策发展及其启示

摘　　要：对美国信息安全政策法规进行调研,从美国信息安全政策十几年的变化上,可以充分了解美国战略意图的转变和信息时代信息化带来的威胁和挑战。着重介绍了美国信息安全战略的演变轨迹及其特点,以及美国网络安全政策导向,在确立维护网络安全的国家战略,完善维护网络安全的管理机制,优化网络安全的技术组织结构,健全维护网络安全的法制体系等方面采取的一系列措施和手段,并结合工作从美国不断加强信息安全战略地位、加强国际合作与标准通用化等方面谈了几点体会。This paper investigated the information security policies and regulations of the United States.Based on the changes of information security policy in recent decade,we could fully understand the intentions of the United States strategic information technology changes as well as the threats and challenges brought by information age.This article highlighted the evolution of the information security strategy track and its characteristics,as well as U.S.policy-oriented network security.We learned and followed these aspects such as Network security in the establishment of a national strategy and improved the management mechanism to maintain network security,optimizing the organizational structure using network security technology,improving and maintaining the legal system of the network security.Combining our work,we gave some experiences in information security to strengthen the strategic position from the United States,to strengthen international cooperation and common standards,etc.
