摘 要:保障性住房建设投融资机制方面存在诸如资金来源不足,住房公积金日常运作不规范,缺少住房信贷的政策担保体制等问题。要尽快建立保障性住房体系的法制基础,明确划分中央和地方政府的事权和财权,扩大保障性住房建设投融资渠道,加大对保障性住房投融资的风险控制以及加快建设保障性住房金融机构。There exist many problems in investment and financing mechanisms of affordable housing Construction , such as inadequate sources of funds, Non-standard housing fund daily operations, the lack of housing credit guarantee system and other problems. In order to solve these problems, we should build the legal basis of affordable housing system ,divide clearly the powers and financial authority of the central and local government , expand the investment and financing channels of affordable housing construction, strengthen risk control in investment and financing of affordable housing, and accelerate the constrnction of affordable housing financial institutions.
