全球语境下维护我国文化安全的策略

摘　　要：维护国家文化安全,增强国家文化软实力、中华文化国际影响力,是党的十七届六中全会提出的重要战略任务。建设社会主义文化强国,必须维护国家文化安全,积极应对发达国家文化霸权主义的挑战。这种挑战主要表现在:有组织、有策划、有预谋地对我实施"西化"战略;利用中国文化资源、借助中国元素传播西方价值观念;通过"申遗"、"注册"等手段占有我国文化资源的知识产权;锁定强势媒体,寄希望于网络渗透与传播。鉴于此,维护我国文化安全的任务更加艰巨,当前应实施的策略为:推进社会主义核心价值体系建设,牢固筑起维护我国意识形态安全的屏障;维护民族文化基本元素,使之在全球语境下历久弥新,魅力永恒;致力中华文化"走出去",赢得世界的尊崇与认同;唱响网上思想文化主旋律,确保我国的网络话语主导权;在挖掘、整理的基础上,开展扎实的教育、普及等传承工作,保护我国文化资源的知识产权不受侵犯。Our party at her Six Plenary Session of the Seventeenth Party Central Committee put forwards several crucial strategic tasks ： maintaining state cultural security, strengthening soft power of state culture and international influence of Chinese culture. To build a socialist cultural giant, we must maintain our security in state culture and positively face the challenges from cultural hegemonism of developed countries. These challenges vary from impacting our state by ＂westernized＂ strategy in organized, planned, plotted ways, employing Chinese cultural resources and elements to publicizing Western values and concepts, seizing intellectual property right of our cultural resources by applying for media to conduct internet pervasion and spreading. In and registering world heritage, to controlling advantage view of such situations, we should burden the heavier mission of maintaining our cultural security and take the following strategies ： promoting the progress of socialist core value system to solidify our ideology, carrying out the key elements of national culture to sustain their qualities for a long time, publicizing Chinese culture globally to win world respect and cognition, leading major melody at internet to enhance our discourse influence at network, developing effective education and propaganda to protect our intellectual property right of cultural resources against acts of infringement.
