摘　　要：土地承包关系"30年不变"向"长久不变"的转变涉及到广大农民的根本利益,需要谨慎而稳步推进。政策的全面实施仍面临着诸多问题需要解决,从对"长久不变"的理解与界定、效率与公平的兼顾、农村女性的土地权利保障、征地补偿与集体建设用地流转收益分配、政策实施的路径、相关的制度配套改革与完善等几个方面进行简要探讨。The transformation of land contract relation from ＂30 years＂ to ＂long term unchanged＂ comes down to the fundamental interests of the majority farmers,it need to be careful and steady progress. To implement the policy entirely is still faced with many problems to be solved. The article has briefly discussed the problem from the following aspects, how to understand ＂long term unchanged＂, efficiency and equity, protection of rural women＇s land rights, distribution of land requisition compensation and collective construction land income, the path of policy implementation, reform and improvement of interrelated institution.
