摘 要:跨省跨区电力交易可能加重电量承运电网的系统损耗,进而对电量承运主体的经济利益造成影响,为了推进跨省跨区交易工作的开展,实现更大范围的资源优化配置,保障电量承运主体的利益,基于路径法与平均网损分摊法的思想,提出了跨省跨区交易穿越线损补偿方法。本着"谁受益,谁承担"、"谁资产,补偿谁"的原则,明晰了穿越线损的补偿途径,阐述了我国当前跨省跨区交易穿越线损的补偿方式;然后,通过转运网络的定义,分别基于电力交易流向和电力物理潮流,对跨省跨区交易穿越线损补偿对象进行了界定;按照穿越潮流分布的确定、穿越联络线线损的补偿、穿越转运省线损的补偿将跨省跨区交易穿越线损补偿问题划分为3个组成部分,并分别设计了相应的解决方案;对我国某区域电网进行了实例分析,结果表明,该方法计算过程透明、计算方法简单,补偿公平合理,保障了电量承运主体的利益。Trans-provincial regional electricity transaction may increase the line loss of wheeling network, thus the economic benefit of wheeling network owner will be affected. To promote trans-provincial regional electricity transaction and implement the optimum allocation of resources in larger area as well as to ensure the economic benefit of wheeling network owner, in this paper the thinkings of essences of route method and average network loss allocation method are integrated, then a method to compensate the wheeling loss caused by trans-provincial regional electricity transaction is proposed. Based on the principle that the users of the wheeling network bear the expense and the owner of the wheeling network collects the charge, the compensation mechanism of wheeling loss is clarified, and current compensation mode for wheeling loss caused by trans-provincial regional electricity transaction in China is expounded; then according to the definition of wheeling network and based on the flow direction of electricity transaction and physical power flow the objects to collect compensation charge due to the trans-provincial regional electricity transaction are delimitated; moreover, based on the determination of wheeling power flow distribution, the allocatinon of wheeling loss in the tie line and the allocation of the line loss of the provincial power network taking part in the wheeling, the compensaton of wheeling loss is divided into three constituent parts and correspoding solutions are designed respectively; finp.lly, the case analysis on a certain regional power network is performed. Analysis results show that the calculation process of the proposed compensation method is transparent and the calculation is simple, and the compensation scheme is fair and reasonable, therefore the economic benefit of wheeling network owner can be ensured.
