基于两化融合的中国通信标准发展战略探讨

摘　　要：标准领域的全球竞争态势愈演愈烈,通信标准化是"两化融合"发展的平台。由于通信标准的缺位,使许多结构性矛盾凸现,信息孤岛、低水平重复开发等问题阻碍了"两化融合"的推进。借鉴国外发达国家"两化融合"通信标准的发展趋势,提出了自主创新战略、制度创新战略以及专门化人才培养战略,以推进我国"两化融合"通信标准的进一步发展。With the intensified global competitive situation of the field of communication standard,communication standardization is the development platform for the integration of informatization and industrialization.Due to the lack of the communication standard,there are many structural contradictions appearing,such as information islands,low-level repeated development,etc.which impeded the pushing of the integration of the two.To learn from the development trend of the communication standard of developed countries＇ integration of informatization and industrialization,the article puts forward the strategies for the independent innovation,institutional innovation and specialized personnel training in order to promote the communication standard of the integration of the two.
