上海浦东新区政府行政支出的实证解析

摘　　要：本文根据业已公开的统计数据,对上海浦东新区政府的行政支出水平及相关比例数进行了初步分析。本文顾及到了中国统计口径在2007年以后的变化,以及浦东新区辖域面积的变化这两个因素,所得出的主要结论是:(1)浦东新区政府的行政支出水平远低于全国平均数,行政效率是比较高的;(2)浦东新区政府在推动"阳光财政"方面的改革力度并无显著优势。According to the published statistical data,the level of Pudong New Area＇s administrative expenditure and relevant ratio index has roughly analyzed in the paper.Considering the two factors that our nation＇s statistical caliber has changed in 2007 and the jurisdiction of Pudong District has also changed several times before,the main conclusion is（1） The administrative expenditure of Pudong District is far less than the average level of the whole nation,which means Pudong District government is relevantly administratively efficient.（2） There is no significant advantage on the reform of promoting Sunshine Finance by the government of Pudong New Area.
