摘　　要：2011年3月,《海峡西岸经济区发展规划》首次明确了粤东地区属于海峡西岸经济区,其实不用探讨"融入"发展的问题,但是由于行政区域与经济区域概念的差异,以及经济区建设主体与非主体地位的不同,粤东地区必须预见融入海西发展的障碍,针对现状,发挥优势,采取积极主动、错位发展等策略,实现广东省提出的粤东地区"五年大变化"的目标。In March,2011,The Development Planning of the Economic Zone of the Western Shore of the Taiwan Straits stated clearly for the first time that the area of eastern Guangdong Province belongs to the economic zone of the western shore of the Taiwan Straits.Therefore,in fact,it makes no sense to discuss the problem of ＂integrated＂development.However,due to the difference between the concept of the administrative region and the economic region,together with the difference between the status of main part and non-main part in the construction of the economic zone,the area of eastern Guangdong Province shall foresee the barriers of its development when it integrated into the western shore of the Taiwan Straits.And they should aim at the current situation,give its advantages a full play and take the proactive strategy,dislocation development strategy,etc.accomplishing the goal of ＂Great Changes in Five years＂ in the area of eastern Guangdong Province proposed by Guangdong Province.
