摘　　要：信息化建设是实现航标管理与服务水平提高的有效手段。结合厦门航标处航标信息化建设实践,提出了对航标信息化顶层设计的思考和建议。首先,分析了顶层设计的基本概念、必要性以及地位作用。其次,对航标信息化顶层设计的主要问题、内容及其意义进行了研究。研究表明,从战略全局的高度谋划信息化规划,搞好顶层设计,对于中国海事航标信息化建设具有重要而深远的意义。Informatization construction is effectively improving management and services of aids to navigation.Based on the practice of Xiamen AtoN Bureau,Shanghai MSA.,some consideration and suggestions concerning the top design of navigation-aids informatization are put forth.The basic concept of the top design,its necessity and its roles are analyzed.The significances of the top design and key points and major work to be done for it are studied.It is shown by the research that planning informatization according to overall strategic situation and strengthening top level design have an important and profound significance for the navigation-aids informatization construction of China MSA.
