中国中部地区FDI吸收能力的因素分析与评价

摘　　要：吸收能力是一个地区能否吸引外资,能否消化、利用外资技术的先决条件。近年来,中部地区外商直接投资流入加快,但存量依然很低。中国各地区吸收能力的因素分析表明,中部地区FDI吸收能力与东部地区差距还很大,特别是技术和制度吸收能力相对很弱。因此,国家应加大对中部地区的财政偏斜。中部各省应加大对教育和科研的财政支持力度,提高科研工作者的福利,留住并引进高素质人才。同时,在不危及经济安全的前提下,国家应进一步加大中部地区的开放程度,完善金融体系,提高政府服务水平,加强省际之间的合作。The absorption capacity is a prerequisite whether a region can attract foreign investment, digest and utilize foreign technology. Inward FDI accelerated into central China in the past years, but the stock of FDI is still very low now. The factor analvsis on FDI absorption ability of various regions in China showed that there still existed a big gap between the FDI aLsorption capacity of central and eastern China, especially, technology absorptive capac- ity and system absorptive capacity of central region is relatively weak. Therefore, the government should increase fi- nancial support for the central region. The central provinces should increase financial support for education and re- search, improve the welfare of researchers, retain and recruit more high - quality personnel. At the same time, under the premise without endangering the economic security, the government should further increase the openness of the central region, perfect the financial system, improve the level of government services, and strengthen inter - provincial cooperation.
