摘 要:考虑气候变化和人类活动对下垫面的影响等因素,评价分析了黄河流域水资源量及其未来变化的趋势,分析了经济社会发展和城镇化进程加快条件下的流域供用水变化情况。根据流域特点和未来经济社会发展态势,分析了黄河流域2020、2030水平年水资源利用与保护面临的形势,提出了相应的水资源保护措施:①优化配置、统一调度水资源;②强化节水,加快节水型社会建设;③控制污染物入河总量;④加快大型骨干水利工程建设;⑤建立水资源可持续利用的制度体系;⑥积极推进跨流域调水;⑦建立水资源战略储备,提高风险应对能力。Considering the factors,such as the influence which climate change and human activities have to underlying surface,this paper analyzes and evaluates the quantity and future trend of water resources in the Yellow River.Meanwhile,this paper analyzes the water supply variation under the condition of the economic and social development and accelerated urbanization process.According to the characteristics and development trend in the future of the basin,this paper discusses the condition of water resources utilization and protection in 2020 and 2030 in the Yellow River,and proposes seven corresponding countermeasures: a)optimizing configuration of water resources,unifying dispatching of water resources;b)strengthening water saving,speeding up the construction of water-saving society;c)control the total amount of pollutants into the river;d)speeding up the construction of key water conservancy projects;e)building the system of water resource sustainable utilization;f)actively promoting inter-basin diversion;g)establishing water resources strategic reserves,raising the ability coping with risk.
