西北诸河地表水污染控制方案及对策分析

摘　　要：西北诸河水质目前总体较好,但随着社会经济的发展在一些水资源开发利用程度较高的城市局部河段水质较差。在对西北诸河水环境现状进行评价的基础上,研究了未来规划水平年西北诸河纳污能力,提出了未来西北诸河各省(区)水资源保护及污染控制对策:调整产业结构和优化工业布局,推进流域循环经济和清洁生产技术;加强对重点工业污染源及其废水处理设施的有效监督管理;实施以水功能区管理为核心的入河污染物总量控制;加强城市污水处理厂及配套工程建设等。The water quality of rivers in the northwest is good as a whole at present,but water quality of some river reaches near cities become worse with the development of economy.Based on the water quality evaluation of rivers in the northwest,this article studies the carrying capacity of West-North Rivers and puts forward water resource protection and pollution control countermeasure of each province in the northwest river region in the future years.It includes adjusting industrial structure and optimizing industrial layout,boosting circulation economy and clean production technology,enhancing effective intendance and management to the industry discharges and waste water treatment equipment,executing total pollutants loads control taking the water function zone management as the core,and enhancing waste water treatment factory and the matching engineering.
