摘　　要：结合南水北调中线一期工程河南省丹江口库区移民安置监督评估的实践,总结了库区移民安置监督评估的依据和原则、监督评估目标、监督评估内容和措施,指出:通过对移民安置活动进行全方位、全过程的监督,可以及时揭示移民安置工作中的矛盾隐患和重大问题,提出切实可行的对策建议和措施,确保移民安置的整体质量和效益,协助政府和移民管理机构更好地指挥和管理移民迁建安置工作,维护移民和安置区原住居民的合法权益。From the practice of South-to-North Water Diversion Middle Route Phase I Project which refers to the monitoring and evaluation of resettlement arrangement of Danjiangkou Reservoir in Henan province,this paper summarized the basis,principles,objectives,content,and evaluation measures of monitoring and evaluation about reservoir resettlement.Then it points out that through the full range and whole process of supervision of resettlement activities it could reveal the hidden conflicts and major issues which exist in resettlement work timely,and put forward practical policy proposals and measures to ensure the overall resettlement quality and efficiency to assist the government and immigration authorities to better manage the placement of migrant relocation,and to maintain the legitimate rights of immigration and original inhabitants in resettlement areas.
