战略性新兴产业集聚区建设的理论视阈与现实构想

摘　　要：战略性新兴产业是我国未来产业发展的着力点,也是我国实现产业结构升级和经济方式转变的关键点,培育和发展战略性新兴产业集聚区则是实现这一转变的必然要求。与其他学者理解不同的是,战略性新兴产业是新战略、新产业和新技术三个层面而谋定的产业,战略性新兴产业集聚区是在关键核心技术驱动下,服务于国家战略目的,具有辐射范围广,反映全球竞争力的集聚区。基于我国的实际,战略性新兴产业集聚区建设应以"重大技术创新—战略性新兴产业集聚—集聚区创新体系建设""三位一体"为目标,并在集聚区规划、市场体系、财政创新等方面给予扶持和引导。Strategic emerging industry is the focus of future industry development and key for industrial structure upgrading and e- conomic transformation in China, thus cultivation and development of strategic emerging industry cluster zone becomes an inevitable re- quirement. Different from proposed by other scholars, strategic emerging industry, in this paper, is defined as an industry featured with new strategy, new industry, and new technology, and strategic emerging industry cluster zone is the zone driven by core technology, serving for national strategic purpose, covering wide radiation area, and reflecting global competitiveness. For China＇s actual condi- tions, construction of strategic emerging industry cluster zone shall approach through ＂major technological innovation-strategic emerging industry cluster-cluster zone innovation system building＂ to the aim of ＂three in one＂, and be given support and guidance in planning, market system, financial innovation etc.
