摘　　要：病残儿医学鉴定管理工作是计划生育机构的一项基础性工作,是我国落实计划生育政策,提高出生人口素质的有力保障。本文介绍的《病残儿医学鉴定信息管理与决策分析系统》是《现代人口和生殖健康公共服务体系与区域综合示范》项目开发的集决策管理、应用服务和科研创新为一体的数字化应用平台,具有病残儿医学鉴定申请管理、个性化再生育优生指导、医学鉴定资料异地实时调用、医学鉴定再生育随访、智能决策病因分析、疾病地理空间分析、标准化流程的ICD-10疾病名称自动归类和远程专家咨询等功能。该系统的开发建设及稳定运行为计划生育优质服务提供了一种载体及模式的创新,充分体现了优质服务"提质提速"的内涵。The task of management on medical verification for sick and disabled children is a basic item among all assign- ments of family planning department. It is also a cornerstone for implementing the policy of family planning as well as increasing newborn＇s quality. The information management and decision analysis system of medical verification for sick and disable children, developed by the Project of Public Service Architecture and Regional Synthesized Demonstration of Modern Population and Reproduction, is a digital application platform composed of decision management, application service and scientific innovation. This platform contains plenty of features including application management of medical verit^cation tbr sick and disa- bled children, personalized guidance for reproduction, real - time sharing of medical verification documents in different places, follow- up visit of reproduction after medical verification, intelligent analysis and decision for disease diagnosis, geo- graphic space analysis for disease, automated classification according to international classification of disease based on the standard procedure and remote expert consultant service. The development and stable running of this system provides an innovation in both foundation and pattern for promoting family planning services.
