台湾安全农业发展的财政支持策略及其借鉴

摘　　要：台湾安全农业发展的财政扶持,主要体现在设立财政专项、加大科技研发、引导品牌质量认证等方面。其财政补助重点在于种植业、养殖渔业、畜牧业生产科技,生产自动化科技以及动植物防疫检疫科技专案上,以及推展GAP品牌农业、CAS生产、有机农产品生产、农产品产销履历制度等。其借鉴在于稳定农产品安全生产科技研发的财政支持,强化农产品生产源头安全技术体系建设,资助产销经营模式创新,推进安全品牌农产品体系建设。Financial support strategy for safe agriculture in Taiwan lies in three aspects, i.e. setting up special finance items, supporting research and development of agricultural technology, and leading high quality authentication. The emphasis of financial support is in the planting, fishery, stockbreeding, automation technology and inspection and quarantine of animal and plant. Taiwan fo- cuses on popularizing Good Agricultural Practice （ GAP ）, Certified Agricultural Standards （ CAS ） product, Organic Agricultural Product and strengthening Traceability Agriculture Practice { TAP） system. Its experience as reference lies in that finance support for study and development of safe agriculture product should be stable, construction of technology system of agricultural product headstream should be strengthened, and the innovation of production and marketing should be supported, and so on.
