农地整理对农户土地利用效率的影响研究

摘　　要：运用DEA模型方法测算农地整理区域农户的土地利用效率,然后运用Tobit模型探讨农地整理对农户土地利用效率的影响,研究结果表明:①农地整理对农户的土地利用效率有促进作用;②农户对农地整理实施的满意程度对农户土地利用效率有显著影响;③农户对农地整理的认同程度和农户对农地整理的参与意愿对农户土地利用效率的影响方向为正,但影响尚不明显。因此,应继续实施农地整理政策,逐步加大农地整理的力度,在项目立项阶段,项目实施过程中和项目后期管护阶段保障农地整理的质量,还应加大农地整理政策的宣传力度,正确引导农户积极应对农地整理进行农业生产结构和方式的调整,并完善农户参与农地整理的机制,从而提高农户土地利用效率。Farmland consolidation can be conducive to increases in grain production, income of farmers, and agricultural efficiency. Studies on the performance of farmland consolidation as well as its influence on the production behavior of farmers and land use efficiency have received much attention. However, studies on the performance of farmland consolidation were mostly carried out at a macro level, which may deviate from the reality of micro units for farm households. In this study, survey data at a micro level from Ezhou high-yield farmland construction demonstration project and basic farmland consolidation project in Fasi Town of Jiangxia District were used. The purpose of this study was to analyze the performance of farmland consolidation, which was focused on the contribution of farmland consolidation to land use efficiency. The DEA model was employed to calculate land use efficiency of farm households in farmland consolidation project areas. The Tobit model was employed to analyze effects of farmland consolidation on land use efficiency of farm households. Results indicate that： 1） Farmland consolidation can promote the land use efficiency for farm households. To implement the farmland consolidation policy and gradually increase the intensity of farmland consolidation, we should continue creating conditions for farm households to improve land use efficiency; 2） Satisfaction of farm households of farmland consolidation has a significant influence on land use efficiency of farm households. Thus at the stage of project setting, we should fully respect the views of farm households and design a scientific and feasible farmland consolidation plan. During the practical construction stage of the project, the construction enterprise should actively attract local farmers to participate in the construction. They should make the project information public so as to accept the supervision of farmers.
