建立国境口岸核生化紧急除污和对接体系初探

摘　　要：目的:探讨国境口岸核生化紧急除污和对接体系的建设。方法:结合国际卫生条例(2005)的要求与国际范围内核生化恐怖事件的严峻形势,探讨了建立国境口岸核生化紧急除污和对接体系的必要性,并就如何建立国境口岸核生化紧急除污和对接体系进行初步分析和总结。结果:国境口岸核生化紧急除污和对接体系应包括下述几部分内容:①日常培训和应急演练体系;②预案和方案体系;③紧急除污和对接救援体系;④应急救援物质储备和供给体系。结论:建立应急预案健全、应急演练充分、物资储备充足、现场处置科学、多部门协作配合的国境口岸核生化紧急除污和对接体系是有效应对核化生恐怖袭击事件的保证。Objective： To explore how to build NBC emergency decontamination and connecting system at port. Methods： Combining requirements of IHR2005 and the grim situation of NBC terrorist incident in international scope demonstrate that establishment of border NBC emergency decontamination and connecting system is essential. It analyzes and summaries how to set up border NBC emergency decontamination and connecting system. Results： Border NBC emergency decontamination and connecting system should include the following several parts, ①daily training and emergency drilling system, ② plans and programs system,③ emergency decontamination and connecting rescue system, ④ emergency relief material reserving and supplying system. Conclusions： Improving border NBC Emergency Decontamination and the ability of connecting the relevant departments is important.
