构建河南省节约循环型农业的对策分析

摘　　要：发展节约循环型农业既是农业发展新的理念和策略,更是一种新的经济增长方式。以河南省农业经济发展为例,在分析农业对河南经济的影响力和河南省发展节约循环型农业的必然性的基础上,提出了发展节约循环型农业应着力调整产业结构,构建节约循环型的增长方式;转变政府职能,构建绿色GDP核算体系和循环经济综合评价指标体系;完善设施,增强科技创新,持续提升农业经济生态力等措施和建议。Development of saving and recycling agriculture is not only a new idea and strategy,but also a new growth pattern of agricultural development.Taking Henan province as an example,this paper puts forward the corresponding countermeasures and suggestions of agricultural development,based on analysis of the agriculture effect on economy and the development inevitability of saving and recycling agriculture.The industrial structure needs be adjusted to build the growth mode of saving and recycling;the government functions are transformed to build a green GDP accounting system and comprehensive evaluation index system for circular economy;facilities are improved to enhance scientific and technological innovation,to continually enhance the economic and ecological agriculture.
