摘　　要：在相关概念辨析的基础上,对城市文化软实力进行界定,从战略的高度论述上海文化建设的重要性与战略意义,给出上海城市文化软实力建设的系统模型,并从软实力作用机理出发给出相应对策建议,以增强上海城市文化吸引力、强化文化凝聚力、展示城市的创造力和提升城市的辐射力。Based on distinguishing the concerned concepts, the paper gives the exact definition of city culture soft power, then explains the importance and strategic meaning of it from strategic perspective, finally puts forward the system mode of Shanghai city culture soft power and gives some suggestions to promote it.
