摘　　要：对于图书馆面临的版权困境,我国开始探索将法定许可制度引入图书馆。通过对国内外相关研究现状进行总结并对比分析,提出图书馆应适度引入法定许可,同时对图书馆为运作法定许可所采取相应的政策进行研究,实现法定许可应有的作用。China began to explore the introduction of a statutory licensing system for library because of copyright dilemma of library. This article summarizes international research and comparative analysis of the current situation, and propos- es library should be appropriate to introduce a statutory licensing, while should research corresponding policies of library for the statutory license, and achieve the effect of the statutory license.
