基本公共服务均等化视角下的我国农村残疾人社会保障制度建设研究

摘　　要：占我国残疾人口75.04%的农村残疾人,长期以来,其家庭生活水平和生活质量明显落后于全国水平。农村残疾人事业和农村残疾人社会保障发展滞后。基于实现基本公共服务均等化这一目标,必须坚持重点保障与特殊扶助相结合,一般性制度安排与专项制度安排相结合的原则,将农村残疾人纳入覆盖城乡居民的社会保障体系并予以重点保障和特殊扶助,为农村残疾人改善弱势地位、实现"平等、参与、共享"的目标提供强有力的制度保证。The disabled of the countryside occupies 74.05% in the total number of the disabled in our country,and it is very obvious that the standard of their family life and living quality has fallen behind the living standard of the whole country.The development of the cause and the social security of the disabled in the countryside is lagging behind.To realize the equalization of the basic public service,firstly,we must adhere to the combination of the key security and the special assistance.Secondly,we should stick to the principles of the combination of the common system arrangement and the special system arrangement.Thirdly,we should include the disabled of the countryside in the social security system which covers the urban and rural residents.Furthermore we should provide the disabled in the rural areas with key security and special assistance.Finally to improve the weak position of the disabled in the countryside we should offer a strong and powerful system guarantee in order to achieve the goal of equality,participation and sharing together.
