摘　　要：民主制度的运行依赖于公众的政治参与。参与民主理论就是为了解决传统西方代议制民主的异化而导致的政治统治的正当性危机而得以产生的。在坚持中国宪法结构所确立的人民代表大会制度的前提下,以公众参与为核心的参与民主理论与制度,能够培养公民意识和责任感,提高政府决策的质量,有效保障公民的人权和尊严,而且更重要的是能够进一步证成政治统治的正当性。Democracy depends on the public participation in the political process.The aim of the theory of participatory democracy is dealing with the crisis of legitimacy which results from the dissimilation of the representative democracy.The operation of the participatory democracy could cultivate the civic consciousness,improve the decision-making of the government,protect the human rights and justify the legitimacy incessantly.
