摘　　要：公共文化服务既是保障人民群众文化权利的民生工程,又是提升文化软实力、增强国家竞争实力的战略任务。近年来,我国公共文化服务发展成效显著,但也存在着结构失衡、内需不力、供给不足、竞争力不强等问题。我们必须以推进政府与市场的有效整合为抓手,积极构建以政府为主导、市场为基础的公共文化服务体系,破解制约我国公共文化服务发展的体制机制难题,实现公共文化服务的大发展大繁荣。Public cultural service is not only a project of people's livelihood protecting the people's cultural rights project,but also the strategic task in promoting cultural soft power and enhancing national competition strength.In recent years,China's public cultural service development has notable effect,but also has problems of unbalanced structure,weak domestic demand and supply,less competitiveness.We must promote the effective integration of the government and the market,actively construct cultural service system dominated by the government and oriented by the market and crack the difficult mechanism problems restricting the development of cultural service to realize the great development and prosper public cultural service.
