摘　　要：介绍国外效能监察实施方式概况,分析科研机构的效能影响因素,提出科研机构效能监察的方式选择,分别说明立项式效能监察和体系式效能监察在科研机构中的运用。The methods of efficiency supervision in foreign countries are introduced and the influencing factors on efficiency in scientific research institutions in China are discussed in the paper.On these bases,how to choose methods when implementing efficiency supervision is analyzed.How to apply method of establishing project and method of establishing system to practice flexibly in scientific research institution is discussed separately.
