摘　　要：目前,二氧化碳等温室气体排放量越来越大,全球灾难性气候变化屡屡出现,已经严重危害到人类的生存环境和健康安全。走低碳发展之路,是关乎人类生存与发展的一种必然选择。倡导低碳发展,就必须建设低碳城市。开展低碳城市建设要有全方位的理念,应加强低碳政策指导,制定低碳城市评价标准,编制低碳城市发展规划,构筑低碳经济模式,倡导低碳生活方式。With the increasing emission of carbon dioxide and other Greenhouse gases during the past decades,the climate catastrophes are occurring in all parts of the world more and more frequently,which threatens the survival and safety of human beings.Faced with such a problem,the human beings have to adopt a low-carbon and environmentally-friendly way of life in order to survive and develop.To advocate low-carbon development is to build low-carbon cities,which in turn involves a full range of ideas,including adopting low-carbon policies,setting low-carbon city evaluation criteria,preparing low-carbon urban development programs,constructing low-carbon economic development models and advocating Low-carbon lifestyle.
