摘　　要："公共图书馆法"正式立项,标志着我国图书馆立法工作取得了阶段性成果,在这样的背景下,对国外图书馆立法进行充分的研究、发掘和分析就显得尤为必要。本文围绕国外图书馆法的历史流变、框架分类、核心元素及其对我国图书馆立法工作的启示等几个方面开展论述,以期为我国图书馆立法工作提供有益的借鉴和参考。The start of The Public Library Law Project indicates the staggered success of the legislation work in China, on the basis of this background; it is necessary to study and analysis on the foreign library legislation status. The paper talks about the history, the frame, the core elements of the foreign library legislations and its inspiration to China, which are expected to provide beneficial information and reference to the legislation work in China.
