摘　　要：按照现代大学理念,发展公安高等教育,是公安高等教育改革发展的必然选择;按照高等院校标准,建设云南警官学院,是云南警官学院改革发展的必由之路。需要遵循高等教育办学规律,对照教育部本科教学工作合格评估方案确定的指标体系,按照现代警察大学的发展理念、体制机制、制度规范、要求标准全面建设,完成云南警官学院从传统公安院校向现代警察大学的转型。According to the concept of the modern university, developing the higher education of public security is the necessary choice for the reform and progress of public security higher education ; according to the standard of colleges and universities, constructing Yunnan Police Officer Academy is the inevitable course for the reform and progress of Yunnan Police Officer Academy. Yunnan Police Officer Academy needs to follow the disciplines of higher education, compare the index system of qualified assessment program of undergraduate teaching of Chinese ministry of education, structure itself entirely in accordance with the modern police university＇ s developmental idea, system and mechanism, institutional standard, and requirement, accomplish the transformation from a traditional police academy to a modern police university.
