摘　　要：介绍了应用支撑平台的概念、设计思路、开发背景及国家防汛抗旱指挥系统一期工程建设的应用支撑平台的总体结构、技术框架,技术视图,接口设计,技术特点,大平台的应用及全国三级平台之间的关系,平台提供的服务,用户界面,Web Services管理,资源管理及平台的系统功能等。阐述了面向服务的体系结构SOA。This paper introduced the concept, design idea and development background of the application support platform based on SOA （Service-Oriented Architecture）, and described the general structure, technology framework, interface design, technical characteristics of the application support platform for the state flood control and drought command system. Otherwise, this paper also introduced the management of the united platform consists of the three-level application platforms, including the services provided, user interface, Web Services management, resources management and functions of the system platform.
