摘　　要：目的:探讨我国公立医院改革过程中设立药事服务费具备的优势和劣势以及外部环境带来的机遇和威胁。方法:运用管理学中的SWOT理论,对我国公立医院改革过程中设立药事服务费进行系统分析,并提出相应的意见和措施。结果:在我国公立医院改革过程中设立药事服务费虽不能完全解决公立医院亏损问题,但是能够在一定程度上缓解改革带来的诸多矛盾。因此,在我国公立医院改革中设立药事服务费势在必行。Objective ：To discuss the advantages, the disadvantages, external environment opportunities, and threats of estab- lishing the pharmaceutical service fee in the public hospital reform in China. Methods：Using the SWOT theory in management, the author analyzes systematically the establishment of the pharmaceutical service fee in the public hospital reform and puts forward some advices and countermeasures. Conclusion：Although it cannot solve completely the deficit problem through establishing the pharmaceutical service fee in the public hospital reform, but it can ease, to a certain extent, some of the contradictions that are brought by the reform. It is therefore imperative to establish the pharmaceutical service fee in the public hospital reform.
