摘　　要：目的:分析参保者对基本医疗保障制度的评价,研究现行医疗保障制度的运行状况及存在问题,并提供政策建议。方法:采用多阶段分层随机抽样的方法抽取样本进行问卷调查,利用Epidata3.0对问卷资料进行双录入后用Stata10.0软件进行数据清洗和分析。结果:现行的基本医疗保障制度在一定程度上减轻了参保者的负担,得到了参保者的认可;但仍然存在受益面较低等问题。结论:应加大宣传力度、降低起付线、调整筹资模式及水平,最终实现基层医疗保障制度的公平统一。Abstract Objective To analyze the insured＇s evaluation on the basic medical insurance systems, study its status and prob- lems, and provide policy suggestions. Methods Samples were chosen by muhi-stage stratified random sampling and surveyed with questionnaires. Data was input by software of Epidata3.0, and analyzed with software of Stata10.0. Results The current basic medical security system can reduce the participants＇ burden, which has been accepted by the people. However, there still have some problems such as limited range of benefit. Conclusion The fairness and unity of basic medical insurance system can be a- chieved by improving propaganda, reducing the starting point of reimbursement, and adjusting financing pattern.
