发挥党员先锋模范作用 构建农村居民健康档案

摘　　要：随着我国医疗卫生事业的发展和卫生部《关于规范城乡居民健康档案管理的指导意见》的出台,农村居民健康档案建设逐步推进,并实施规范管理。但在实际建档工作中存在着诸多的问题,一定程度上影响了《指导意见》中提出的到2011年农村建档率达到30.0%目标的实现。温州某偏远乡镇建立农村居民健康档案的工作期间,发挥党员的先锋模范作用,有效克服了当地基础设施落后、居民科学素养不高、卫生基础薄弱等困难,为当地居民建立了较为完整的信息化健康档案。文章基于这一实践,论述党员在农村居民健康档案建设工作发挥先锋模范作用的运作机制和理论依据。With the development of China＇s medical health service and issuing of Health Records Management Regulation Guidance of Urban and Rural Residents, the construction of health records for rural residents is improved step by step, and the standardized management is carried out. But in the actual filing work there exist a lot of problems,which to some extent affected the realization of the goal that 30.0% rate for rural records should be built in 2011 ,which was set in the guidance. During the time when the author worked in a remote town of Wenzhou to construct health records for rural residents, he played the exemplary vanguard role of Party members, overcame difficulties such as underdevelopment local infrastructure, residents＇ scientific literacy is not high,underdevelopment health foundation, tried to construct complete health records for local residents. Based on this prac- tice ,this article discussed the operational mechanism and theoretical basis that Party members play the exemplary vanguard role in the construction of health records for rural residents.
