摘 要:为解决政府采购工作中存在的信息化程度低、不透明、不对称、分散化等问题,采用面向对象的软件分析与设计方法,分别从网络、软件两方面阐述了政府采购管理系统的设计与实现过程,方法中采用的内外网隔离数据同步技术,实现了运行于采购内网的政府采购管理系统和运行于采购外网的政府采购应用的有效集成,有效提高了系统的安全性。本系统采用B/S技术设计与研发,系统设计在需求上充分考虑了政府采购相关各部门应用需求,系统具有结构灵活、功能齐全、使用方便、安全可靠及可扩展性好等特点。研究结论:从科技手段上解决了政府采购工作成本、效率与质量问题,能很好地规范政府采购工作行为,真正体现政府采购制度的优越性。In order to solve the problems with government procurement,such as low usage of information technology,no transparency,asymmetry,and decentralization,etc,this study uses object-oriented software analysis and design method to describe the process of government procurement management system design and implementation regarding network and software development.The system developed applies the synchronization technology of data isolation in internal and external network,which effectively integrates the government procurement management system running on the purchasing internal network and the government procurement application running on the external network,and improves the safety of the system.This system is designed and implemented using B/S technology,and with a full consideration of the requirements from various departments in government purchasing application.The system is flexible in structure,complete in functionality,convenient in usage,safe,reliable and expandable.The study shows that science and technology can solve the problems with government purchasing in cost,efficiency and quality,regulate government procurement actions well and demonstrate the advantage of government purchasing system.
