摘　　要：新世纪以来,为促进海洋经济的快速发展,世界沿海各国和地区大力提高海洋开发和利用能力,资源衰退和环境质量下降问题随之愈演愈烈。在此情况下,改变现有海洋管理思路,对其进行改革和发展势在必行。本文从现行海洋管理理念入手,对当代海洋管理理念的革新做了深入分析,并论述了革新发展的意义和影响。In order to promote the rapid development of marine economy,the coastal countries and regions have enhanced capabilities of marine development and utilization while the problems of resource decline and quality degradation since the new century.In this situation,It is imperative to change current marine management thought and then to reform and develop it.This paper starts with the current marine management concept,deeply analyses the innovation of modern marine management idea,and expounds the significance and impact of the innovation and development.
