再论北京农业的功能——大力培育服务功能和文化功能

摘　　要：提出了北京农业功能的层级结构,一级功能有经济功能、生态功能、服务功能和社会功能4大类;其中每项功能又都具有若干子功能,都是农业的固有功能。农业的功能又分为显型与隐型2类,二者相互演化,并由经济和社会的发展水平决定。之后,分析了4大功能在整体功能中的地位与作用,以及他们之间的辩证关系。当前,北京农业的服务和文化功能正由隐型向显型演化,并逐渐凸显、增强。作为世界城市战略的一部分,北京农业不仅要为全国的农业现代化服务,也要为全球农业发展服务,为此应着重发展和培育以种业为代表的科技服务业、农业咨询产业、会展农业和休闲农业。与此同时,作者还提出了农业文化的内涵,并以平谷区桃文化产业为例,提出大力发掘和传承北京农业文化遗产并努力创新的建议。The function structure of Agriculture in Beijing was analyzed,in which the first level function includes the economic function,ecologic function,service function and social function 4 main functions.All of them are inherent functions,and each has several sub-functions.The function of agriculture,decided by economic and social development level,could be phenotype or cryptotype,which are mutually evolving.The roles of 4 main functions and their dialectical relationships were analyzed.Currently,both service function and cultural function of agriculture in Beijing are evolving from cryptotype to phenotype.As one part of the World City strategy,agriculture in Beijing related not only to the national agricultural modernization,but also to the global agricultural development.Agricultural science and technology services,agricultural consulting industry,agri-exhibition industry and leisure agriculture should be focused on and be developed.Meanwhile,the content of agricultural culture were put forward.Taking the example of peach cultural industry in Pinggu district,the suggestion of exploring,inheriting and innovating agricultural culture legacy were given.
