摘 要:中国近期房价持续高涨,宏观调控措施频出,但人们依然预期房价看涨。结合成都市房地产现状剖析房价高涨的原因,主要是经济和城市快速发展及住房制度改革所产生的大量住房需求与缺乏弹性的土地和住房供给之间的失衡。分析一系列房地产宏观调控措施,其作用在部分城市已经显露:供求双向调节的金融和税收措施,能防范金融风险,保障房地产行业持续发展;二套房贷、限购、差别化利率等措施通过区分住房需求,抑制了过快增长的投资性需求;完善土地出让和保障性住房制度,增加了土地和房产的有效供给。但是,要将房价稳定在合理水平,还需建立房地产宏观调控的长效机制。Frequent macro-control measures have been taken due to the rapid growth of China' s house prices. However, the prices are expected to rise. The reason behind the increase of Chengdu's real estate price is the rapid economic and urban development, along with the imbalance between house supply and demand caused by housing reforms. By analyzing a series of macro-control measures on real estate, the authors find that the measures are working in some cities: two-way adjustment of supply and demand financial and tax measures can guard against financial risks and guarantee sustainable development of real estate industry; measures like second house bank loans, house-purchasing limitation, differential interest rate restrain the excessive growth of investment demand; the improvement of land transfer and security housing polices have increased the effective supply of land and house property. However, a long-term mechanism of real estate macro-control must be established to stabilize house prices at rational levels.
