摘　　要：通过对电力通信网在电力行业中的重要性的介绍与分析,阐述了基于业务性能构建电力通信网可靠性指标体系的重要意义。根据电力系统继电保护业务对电力通信网的要求,以及国家标准和行业标准中的相关规定,对电力通信网的继电保护业务传输性能指标进行了深入探讨,提出了构建基于业务性能的电力通信网可靠性指标体系的具体设想。Though introduction and analysis of the importance of electric power communication networks （EPCN） in power sector, the importance of building reliability index system of EPCN based on service performance is expounded. According to the requirements of relay protection services to EPCN, as well as relevant provisions in national standards and professional standards, the transmission performance index of relay protection service in the EPCN is analyzed. The design of the constitution of reliability index system of EPCN is presented.
