荷兰高等教育内部问责制度研究——以屯特大学为个案

摘　　要：伴随高等教育规模的扩张,高等教育的社会责任日益成为政府和公众所关注的焦点。作为高等教育质量保障的关键要素,问责受到前所未有的重视。从荷兰高等教育政策的变化以及高等教育实践的内容来看,在外部问责的基础上实行内部问责,从国家控制转变为国家监督,增强了高校的自主权。因此,建立一个合理和有效的高等教育内部问责制度显得尤为重要。With the expansion of higher education, the social responsibility of higher education has become the focus of government and the public concern. As the key factor of higher education quality guarantee, accountability has been paid unprecedented attention. From the perspective of policy change of higher education and the content of higher education practice in the Netherlands, internal accountability bases on external accountability, and national control rams into national supervision, which has enforced the self- determination of higher institutions. Therefore, to establish a reasonable and effective internal accountability institution of higher education is much more important.
