民主、协商、合作:来自美国明尼苏达大学共同治理模式的经验

摘　　要：共同治理作为美国大学普遍的治理模式,强调民主、协商和合作,要求大学利益相关者共同参与大学的治理,尤其对于公立大学来说意义更为重要。明尼苏达大学通过长期的实践和摸索,形成了董事会、大学评议会、评议会咨询委员会和分组委员会的共同治理框架,强调多元利益相关者民主管理、协商共治、决策透明的治理模式,从而有效地实现了大学发展目标和公共利益最大化。Shared governance as the prevailing governance model of American universities,focuses on democracy,consultation and cooperation,and requires stakeholders of university to participate in university governance,especially for public universities. Through its long-term practice and exploration,University of Minnesota has formed a shared governance model, which is formed by board of regent,university senate, senate consultative committee and committees. The shared governance model characterized by democratic management,consultation and transparent decision-making process,can effectively achieve the university development goals and maximize the public interest effectively.
