土地流转与农民养老的经济保障研究

摘　　要：本文首先考察了日本土地流转与农民养老问题,其次对我国"驱动力"和"制约力"作用下土地流转的"不良平衡状态"及农民养老保障困境进行剖析,探讨了依托土地流转增强农民养老经济保障的可行性及实践中的"温江模式",最后尝试性的提出了依托土地流转增强农民养老经济保障的框架构建以及实践操作中应注意的问题。本文认为,在当前土地流转不畅、农民养老保障体系不健全的双重困境下,应该将两者协同起来进行研究:即借助国家推进土地流转的契机盘活农村经济,逐步增加农民收入,解决农民养老保障资金来源等关键问题;借助农民养老经济保障的增强一定程度上减缓农民的"恋土情结",促进土地流转,实现农业规模经营和农业现代化。This paper analyzes the status of Japan＇s land transfer and farmers＇ pension system, explains the current plight of our rural old-age security system and the ＂bad equilibrium state＂ of land transfer under the effect of ＂driving force＂ and ＂restricting force＂, discusses the feasibility of enhancing economic security of farmers＇ pension based on land transfer and the ＂Wenjiang Mode＂ in practice. In the end, the paper attempts to propose the framework of the economic security of farmers＇ pension system and the problem should pay attention to in prac- tical operation. This paper argues that we should reconcile the two studies in the dilemma. We should revitalize the rural economy and increase the income of farmers to solve the key problems of the source of money by transfer- ring the land orderly. We should ease the extent of farmers＇ feeling of soil, promote land transfer, achieve large- scale operation and modernization of agriculture with the enhancement of our economic security of farmers＇ pension system.
