摘　　要：我国不同区域水资源禀赋、开发利用条件、经济社会发展水平、用水需求等存在差异,水资源开发程度与利用水平很不平衡。为了保障我国供水安全、粮食安全、经济安全和生态安全,《全国水资源综合规划(2010—2030年)》对我国不同区域的水资源合理开发模式、开发利用潜力及水资源配置格局进行了全面规划和统筹安排,并制定了全国用水总量控制方案。Water resources development and utilization degree are greatly uneven due to distinct water characteristic, development and utilization condition, social and economic development and water demand in different levels. In order to ensure national water supply security, food security, economic security and ecological security, the National Integrated Water Resources Plan （2010-2030）proposed a coordinated arrangement about the rational pattern of water development, potential of development and utilization and the allocation pattern of water resources, and also formulated the scheme of national water use amount control.
