摘　　要：2010年中央一号文件首次提出采取有针对性的措施,着力解决新生代农民工问题。消除农民工和谐融入城市的土地和住房政策障碍便是针对性措施之一。通过实地调查和文献分析的方法研究了农民工和谐融入城市的土地和住房政策障,结果表明:(1)城市的土地出让制度和保障房制度是农民工融入城市的关键障碍之一。(2)城市住宅用地出让应由目前价高者得向出价高、规划合理和售价低的综合最优者得转变。(3)农民工城市住房保障制度完善应该分阶段进行,近期以集体宿舍和租赁为主,实现农民工有房可住;远期以租赁和自购为主,实现住者有其屋。(4)农地市场流转制度不完善和宅基地流转不合法造成农村土地利用粗放,应加强农地市场建设并尽快实现宅基地流转合法化。(5)农民工城市准入政策制定中应优先考虑新生代农民工,特别是新生代无地农民工。Taking targeted measures to solve the problems of peasant workers of new generation was first proposed In the No.1 Central Committee Document in 2010. Eliminating land and housing policy barriers of peasant workers harmoniously into cities is one of the targeted measures. Land and housing policy barriers about harmonious urbanization of peasant workers are analyzed through the methods survey and literature. The results show that： （1） the system of land transfer and housing protection in city is a key barrier to harmonious urbanization of peasant workers. （2） The successful bidder of urban residential land should be the real estate company who has comprehensive advantages with biding high, Selling price low and reasonable planning, not the one who only has the highest biding price currently. （3）The system barrier of housing protection should be resolved through the pattern of multi-phase. The collective dormitories and rental housing should be key supported recently in order that peasant workers have room to live. Lease and purchase houses should be key supported in long-term in order that peasant workers be the owners of their living house. （4） The imperfections of circulation market system of agricultural land and circulation illegal of residential land cause extensive rural land use. Circulation market system of agricultural land should be improved and circulation of residential land should be legitimized as soon as possible. （5） The new generation of migrant workers, especially landless ones among them, should De given priority to in urban access policy for peasant workers.
