资源型经济的区域效应与转型政策研究——以山西为例

摘　　要：矿业开发的特殊性与资源型区域对资源部门的过度依赖,形成独特的资源型经济体系,其经济增长、结构演进与制度环境不同于非资源型区域:资源开发的外部负效应引起增长方式粗放化,对人力资本与技术进步的挤出决定了要素结构的初级化,产业的锁定效应带来产业结构单一化,矿(区)城(市)冲突效应导致空间布局结构分散化,资源财富流失效应引起区域可持续发展能力不断弱化。推动资源型区域经济转型的关键是破解五个效应:以集约增长促进资源利用方式转型,以科技融合推动要素结构转型,以破解锁定促进产业转型与产业结构优化升级,以矿(区)城(市)乡(村)统筹发展推动区域空间结构重组与资源型城市转型,以财富积累推动体制机制的完善,并由之构成资源型经济转型的政策体系。本文以山西省为例,对资源型经济的区域效应以及转型政策进行了分析。The special nature of the mining industry and the resource-rich region＇s excessive dependence on the resource sector form the unique resource-based economy.Economic growth,structural evolution and institutional environment in the resource-rich regions are different from the resource-poor regions.The external negative effects of resource exploitation causes extensive method of economic growth,the crowding-out of human capital and technological progress decides the primary structure of the elements,industry lock-in effect brings a single industrial structure,the conflict effect between the mining area and the city leads to the decentralized spatial structure,the lossing effect of resource wealth weakens the regional sustainable development.The key to promote the resource-based economy transition is to break five problems： using the intensive method to promote the transformation in the resource exploitation,using technology integration to promote the element structural transition,breaking the lock-in effect to promote the industrial restructuring and upgrading of industrial structure,promoting regional spatial restructuring and transition of resource-based cities by regional coordinating development between the mining area、city and the rural area,promoting the improvement of institutional mechanisms by the wealth accumulation to constitute the policy system of the resource-based economy.This article takes Shanxi Province as an example to analyze transition policies and the regional effects of the resource-based economy.
