区域旅游发展中的行政冲突及调控机制——以张家界为例

摘　　要：在问卷调查与实地访谈的基础上,通过定性与定量相结合的分析方法,剖析张家界因旅游开发而单独立市以来在旅游产业和城市经济发展中所取得的成就,同时也揭示了张家界市各县级行政区之间旅游产业分化发展,功能性、结构性重复建设,企业之间恶性削价竞争以及相互打压市场形象等问题与矛盾。据此提出市域旅游经济空间矛盾调控的切入点,主要包括:1)充分发挥市政府在旅游产业发展中的宏观调控职能:2)确立合理的旅游地域分工体系;3)通过总体规划优化空间结构;4)构建多元化的协调机制等。相关研究结果可以为我国为数众多的跨市县旅游目的地整合发展提供理论借鉴和实践参考。Many scenic spots are separated by different administrative regions in China.Since the rigid constraints of administrative divisions necessarily lead to non-cooperative games,which severely restricts the optimized combination of regional tourism productivity factors and the full play of the overall efficiency.Original intention of the single independent city of Zhangjiajie is to avoid or reduce negative external effects caused by that Wulingyuan scenic spot across the three counties which belong to two different administrative levels.In recent years,the tourism industry of Zhangjiajie has been in rapid development,however,some problems such as the differentiation development between the administrative regions,functional and structural duplication,vicious price competition among enterprises and mutual weighed on the market still exist.In response to those contradictions and problems,and with an aim of achieving the goal of sustainable and benign development of tourism industry,this paper,based on the field survey,proposed corresponding entry points for the conflict regulation of tourism economy space,which mainly include fully developing the macro-control functions of the municipal government in the tourism industry,establishing reasonable geographic division of labor,coordinating tourism planning,and building a wide range of coordination mechanism,etc.
