对农村土地承包经营制度的若干思考

摘　　要：现有土地承包关系长久不变应当指当前土地承包所形成的权利义务关系长久不变。推进土地承包经营权流转,应当严格政策法律界限、严格试点管理、加强执法监管、强化流转服务。农村土地承包纠纷仲裁,既不同于普通民商事仲裁,又不同于行政裁决,是有中国特色的纠纷解决机制。在发展现代农业的新形势下,要努力增强农村集体经济组织实力和服务功能。The long-term stability of the present rural land contractual relationship should refer to the stability of the current rights and obligations with the land contract.The promotion of the circulation of land contractual rights should comply with the law,the pilot program related should be under strict control,and the enforcement of law and the circulation service should be strengthened.Unlike the civil commercial arbitration and the administrative arbitration,rural land contract dispute arbitration is the dispute settlement mechanism with Chinese characteristics.In the new situation of developing modern agriculture,the strength and service of the rural collective economic organizations should be strengthened.
